US destroys its remaining chemical weapons stockpiles
Chemical weapons were used to deadly effect in World War 1 on both sides.
The United States announced on Monday that it had completed a years-long effort to destroy its remaining stockpiles of chemical weapons with the elimination of a rocket armed with the nerve agent sarin.
"We are proud to announce that the final two chemical munitions destruction sites, Blue Grass Army Depot in Kentucky and the Army’s Pueblo Chemical Depot in Colorado, completed their operations," Army Assistant Secretary Douglas Bush confirmed to reporters.
At the end of the Cold War, the U.S. stockpiles totaled more than 30,000 tons, The Hill reported.
The Geneva Convention bans use of chemical weapons and the Chemical Weapons Convention demanded the the destruction of existing stockpiles. The agreement secured the signatures of 193 nations and took effect in 1997.
Chemical weapons were used to deadly effect in World War 1 on both sides. They were generally absent in the Second World War and gradually became an extreme rarity in subsequent conflicts. Their use is internationally regarded as a war crime.
The announcement comes as the U.S. prepares to provide Ukraine with another controversial weapon in the form of cluster bombs. Essentially the missile version of a shotgun, the weapon deploys dozens of explosive submissions to indiscriminately target hostiles over a wide area. The high failure rate of the submunitions has contributed to civilian casualties, as noncombatants often discover unexploded shells years later, which may still detonate upon being disturbed.
Neither the U.S., Russia, nor Ukraine has signed an international agreement banning the use of such weapons, though the Biden administration last year contended that Russian use of cluster munitions may constitute a war crime.
The decision to provide them to Kyiv has prompted international scrutiny of the administration, including domestic attacks on the apparent reversal on their use. The White House has justified their provision to Ukraine on the basis of Russian deployment of their own cluster munitions.

China, which has strict gun laws, has experienced multiple recent kindergarten stabbings.

A 25-year-old man identified by his surname Wu was detained, police said, according to Fox News. One other person was injured when the suspect began his assault before 8 a.m. local time in Lianjiang, Guangdong province.
Dafeng News, a Chinese outlet, said the attack may have come after a vehicular incident in which the car hit the attacker's child before the stabbing spree. That driver is deceased, the outlet said.
China, which has strict gun laws, has experienced multiple recent kindergarten stabbings.
Three people died and six others were wounded in an August 2022 kindergarten stabbing in Jiangxi.
Two children died and 16 more were wounded in a stabbing attack at a Guangxi kindergarten in 2021.
A school guard allegedly stabbed 39 people in 2020.

Two independent Russian media outlets, Mediazona and Meduza, working with a data scientist from Germany’s Tübingen University, used Russian government data to shed light on one of Moscow’s closest-held secrets — the true human cost of its invasion of Ukraine.
To do so, they relied on a statistical concept popularized during the COVID-19 pandemic called excess mortality. Drawing on inheritance records and official mortality data, they estimated how many more men under age 50 died between February 2022 and May 2023 than normal.

The city of Portland, Oregon has a new ban on tents and camping on public land that went into effect at the end of last week, but it’s not being enforced, according to reports.
This isn’t really surprising, given the size of the problem in Portland. If this was strictly enforced, the police would probably be doing nothing else all day.

Inviting Kiev into NATO will create peace in Europe, Ukrainian Foreign Minister Dmitry Kuleba argued on Monday, during an interview with the German public broadcaster ARD.
Kiev was “promised entry” in 2008, but Germany and other Western European countries got cold feet, Kuleba told the Tagesschau newscast on Monday. The upcoming Vilnius summit of the US-led military bloc is the time to correct that “mistake,” he added.
“We appreciate everything that Germany and the US are doing for Ukraine to support us in this war,” Kuleba added, but disagreed with Berlin that the invitation into NATO would drag the West into open war with Russia. The invitation is simple “a political message to Ukraine” and Article 5 – the mutual defense clause – “only applies if Ukraine is a member country.”
“Ukraine’s NATO membership is a path towards peace. Once Ukraine can join NATO, there will be no more wars in Europe,” Kuleba claimed, because “Russia will no longer dare to attack the alliance.”
Although Kiev’s bid is strongly supported by the Eastern European and Baltic states, the leaders of Western Europe and the US have opposed making Ukraine a full-fledged NATO member. In a CNN interview over the weekend, US President Joe Biden reiterated that Washington is against admitting Ukraine into NATO and offered “Israel-like guarantees” instead.

ANDOVER, Vt. (AP) — Rescue teams raced into Vermont on Monday after heavy rain drenched parts of the Northeast, washing out roads, forcing evacuations and halting some airline travel. One person was killed in New York’s Hudson Valley as she tried to escape her flooded home.
Mike Cannon of Vermont Urban Search and Rescue said crews from North Carolina, Michigan and Connecticut were among those helping to get to towns that have been unreachable since torrents of rain belted the state. The towns of Londonderry and Weston were inaccessible, Cannon said, and rescuers were heading there to do welfare checks. Water levels at several dams were being closely monitored.
The U.S Army Corps of Engineers said late Monday they expected two dams to release water overnight, causing “severe flooding” downstream likely to affect multiple towns.
