people are targeted by algorithms that feed their desires, their paranoia's, and their fears to push them to the edge
then agencies will come in and pretend to be another person just like them with "contacts" who can get them whatever they need to carry out some kind of action
after those agencies fund them and arm them, they'll wait until the targeted person is about to act out to jump in and save the day then use that entire setup to push for more orwellian laws or they'll let the person go through with whatever it is for a much stronger impact on public perception to make those said laws easier to get passed
