Pope Pondering Retirement?
Pope Francis names four new Cardinal Bishops from among current College of Cardinals.

What Francis did: "promoted" four cardinals from rank of Cardinal-priest to Cardinal-bishop.
What it means: for now, not much (all voting-age cardinals are bishops anyways, regardless of their designation)… But in a future Conclave to elect a new Pope it means Cardinal Parolin (Pope's Sec. of State, his #2, recently at Bilderberg conference) presides over the conclave.
There have been rumors lately the Pope might retire soon, and this doesn't take away from them.
