That's what we thought in the 1990s. We gave them the land, the authority, the diplomatic relations, the guns, the money, etc, and held off only on calling it a state until they agreed to peace with Israel. They not only got angrier and more aggressive, they launched attacks when Israel made peace offers.
It turns out that the Palestinians are the war. Trace their history and you'll find their origins in armies formed by the early Muslim Brotherhood to conquer Israel for Islam and exterminate the Jews. While the so-called "peace process" was going on, they were openly saying that it was a deception to trick the West into giving them land where they could raise a larger army. They don't care about creating a logical conundrum, only the pragmatics of war strategy and doing what it takes to get an advantage. The PLO's secular facade was a trick to gain Soviet support. The split between PLO and Hamas is a "good cop / bad cop" act.
The PLO is still, in law, a designated terrorist organization. The past five presidents have given them immunity for their crimes and have rewarded them.
