sometimes it is a lack of network coverage, if an aircraft is out in the middle of nowhere at lower altitudes it can happen a lot. ADS-B radio signal is line of sight. the lower the altitude the moar likely this happens. unless the signal is going over satellite, of course. most don't use SAT ADS-B
