West can’t agree on training Ukrainian F-16 pilots – Politico

Nobody knows where the training will take place, or who will supply the jets, US and European officials have reportedly admitted

 

The US and its European allies still haven’t agreed on who will train Ukrainian pilots to fly F-16 fighter jets, or where this training will take place, Politico reported on Wednesday, citing behind-the-scenes diplomatic chatter.

 

Two months have passed since Denmark and the Netherlands announced that they would lead an international coalition to train Ukrainian pilots on American-made F-16 fighter jets, and the coalition has since swelled to 11 members, including Canada, Poland, and the UK.

 

However, no pilots have begun training, andUS officials– who must authorize the transfer of not just the jets, but all associated materials like manuals and simulators –still don't know where the training will be held.

 

One proposal involved bringing theUkrainians to a US Air National Guard base in Arizonathat already trains foreign users of the F-16, but this idea “had little traction” in Washington, Politico reported, citing two officials from the US and one from Europe.

 

Another plan would see American instructors train the Ukrainians in Europe, but no location has been identified, and US officials simply told Politico that “we are working with our partners and allies to determine the most practical way to implement this plan.” Romania is a member of the Danish- and Dutch-led coalition, and President Klaus Iohannis announced earlier this month that his government would build a “regional hub for the training of pilots,” although nobody in the Romanian government has revealed when or where such a facility would open.

 

Further complicating matters is the fact that the US will have to sign off on the transfer of jets and training materials. Neither the White House nor the Pentagon has offered any sort of timeline for when this approval may be granted, nor have any European NATO members actually committed any of their F-16s to Ukraine.

 

US officials have been reticent to say how many – if any – F-16s they intend to send to Ukraine. Furthermore, Chairman of the Joint Chiefs of Staff Mark Milley publicly downplayed the significance of the jets to Ukraine’s battlefield success last week, and suggested that the US cannot possibly supply enough to turn the tide in Kiev’s favor.

 

“Ten F-16s are $2 billion,” he said. “The Russians have hundreds of fourth- and fifth-generation airframes, so if they're going to try to match the Russians one for one – or even, you know, two-to-one – you’re talking about a large number of aircraft.”

 

The general said it would take “years” to train Ukrainian pilots, “do the maintenance and sustainment” operations required, and “generate that degree of financial support.”

 

Ukrainian President Vladimir Zelensky has repeatedly pressed his Western patrons for F-16s, arguing that these aircraft – along with long-range missiles – could save his military’s floundering counteroffensive against Russian forces. However, he could be waiting another nine months at least. “We’d probably get some pilots flying, training by the end of the year, but an actual F-16 with Ukrainian colors” is not likely before the spring, an American official told Politico.

 

Russian President Vladimir Putin has warned that if the West proceeds with F-16 shipments to Ukraine, the aircraft “will burn” just like Kiev’s other Western-supplied hardware.

Russian and North Korean defense chiefs hold historic talks

Sergey Shoigu has said he is certain his visit will strengthen military ties between the two countries

 

Russian Defense Minister Sergey Shoigu has held talks with his North Korean counterpart in Pyongyang on the sidelines of ceremonies marking the end of the Korean War, the Defense Ministry in Moscow said on Wednesday.

 

The ministry said that Shoigu spoke with North Korean Defense Minister Kang Sun-nam while hailing traditionally close ties between the two nations and thanking his hosts for an eventful cultural program and warm welcome.

 

Shoigu remarked that his trip comes as North Korea celebrates “the 70th anniversary of the victory… in the Great Fatherland Liberation War,” adding that the Korean People’s Army prevailed “over a strong and cruel enemy.”

 

Shoigu was referring to the 1950-1953 conflict between North Korea, which was supported by the Soviet Union and China, and South Korea, which was backed by a coalition of Western allies.

 

The Korean War is considered one of the bloodiest conflicts in modern history with an estimated 3 million casualties on both sides. While Seoul and Pyongyang never signed a peace treaty, an armistice established a demilitarized zone near the 38th parallel, dividing the Korean peninsula in two.

 

Shoigu also touted the “rich history of cooperation” between North Korea and Russia, noting that extensive military exchanges, including visits by senior defense officials and personnel training, have helped “maintain peace and stability on the Korean peninsula.”

 

“I am convinced that today’s talks will help strengthen cooperation between our defense departments,” he added.

 

Before the talks with his North Korean counterpart, Shoigu laid a wreath at the Liberation Monument commemorating Red Army soldiers who died while liberating Korea from Japanese occupation in 1945. The Russian delegation also laid flowers at the monuments honoring late North Korean leaders Kim Il Sung and Kim Jong Il.

 

Russia and North Korea have traditionally enjoyed close ties dating back to the Soviet era, with Pyongyang’s foreign ministry saying last year that relations between the two “are now reaching new strategic heights” in the face of what it called “hegemonic actions of the United States and its satellites.”

 

Meanwhile, commenting on the visit of both Russian and Chinese delegations to North Korea, US State Department spokesman Vedant Patel expressed hope that they would use their influence on Pyongyang “to encourage them to refrain from threatening unlawful behavior” and play a part in defusing regional tensions.

Communists propose Russia leaves IMF and World Bank

The cabinet reacted to the proposal by saying that such a move would have negative consequences

 

MPs from Russia’s Communist Party have sponsored a bill that seeks to terminate the nation’s participation in major Western-dominated international financial organizations, including the International Monetary Fund (IMF) and World Bank. The cabinet, however, opposed the proposal, citing the risks that doing so would entail.

 

Russia joined the IMF and World Bank Group in 1992. Sponsors of the bill, which was introduced in the lower chamber of the Russian parliament on Tuesday, are seeking to repeal that decision.

 

The lawmakers, including party head Gennady Zyuganov, argued that the country would be better off outside of such organizations. Voting rights in both are organized in a way that gives the US and its allies a dominant position, while Russia barely has any impact on decision-making, they claimed.

 

The IMF has failed to oppose economic sanctions on Russia, acting against its stated goals of fostering economic development and international trade, the MPs added. Meanwhile, the World Bank is “directly financing unfriendly states,” they maintained, referring to its projects in Ukraine.

 

The US is preventing Russia from benefiting from IMF membership through assets known as Special Drawing Rights (SDRs), which nations are allocated depending on their quotas in the fund. Hypothetically, Moscow could borrow from another nation using its SDRs as collateral, but Washington has pledged to block any such deal.

 

While the majority of nations belong to the IMF and World Bank, a handful did not join. Taiwan was kicked out in 1980, after Washington switched its diplomatic recognition of China from Taipei to Beijing.

 

One prominent founding member, Cuba, infamously pulled out of both in the 1960s, following the revolution led by Fidel Castro. The new government nevertheless repaid an IMF loan taken out by the regime of ousted dictator Fulgencio Batista.

 

There is no agreement in Moscow on whether it should follow Havana’s example. The Russian cabinet said it objected to the proposal due to the “significant negative consequences” such a move would entail.

 

Some of Moscow’s programs of cooperation with friendly nations, such as the members of BRICS, are tied to its membership in the financial institutions. Leaving the IMF would also jeopardize the repayment of loans that Russia had extended through its mechanisms, the government explained.

IMF raises Russian GDP outlook again

Growth has been underpinned by strong trade and industrial production, a report has found

 

The International Monetary Fund (IMF) has raised its growth forecast for the Russian economy in 2023 in its World Economic Outlook report released on Tuesday.

 

Russia’s GDP is expected to grow 1.5% this year, an upwards revision from the 0.7% increase that the IMF predicted in its April report.

 

IMF chief economist Pierre-Olivier Gourinchas acknowledged that Russia was able to maintain “quite a bit of momentum in the economy” by taking very strong fiscal measures.

 

The current revision reflects a strong first half of the year in a number of sectors such as retail trade, construction and industrial production, which were boosted by fiscal stimulus, according to the IMF.

 

That follows an estimated 2.1% contraction in 2022, when sweeping international sanctions over Russia's military operation in Ukraine largely shut out Moscow from Western markets and cut off energy exports to the EU.

 

Despite the upward revision for the current year, the organization maintained its 2024 GDP growth forecast for Russia at 1.3%, down from 2.1%, expecting labor shortages and the exit of Western companies to affect economic growth.

Ukrainian-controlled drug lab busted in Moscow Region – FSB

The agency said it had seized 57kg of ready-made narcotics and four tons of liquid chemicals

 

Russia’s Federal Security Service (FSB) has carried out a successful raid in Moscow Region, busting a drug laboratory controlled by Ukrainian nationals.

 

In a statement on Wednesday, the agency said that theoperation targeted an underground facility producing particularly large quantities of synthetic drugslocated in the Shatura district around 140km east of Moscow. It noted that several people had been arrested, but did not give an exact number.

 

The FSB said that its operatives had received information about “contactless sales” of drugs via the internet which were organized in the interests of anonline store managed by Ukrainian citizens.

 

The agency looked into the matter and identified “active participants of anorganized criminal group as people of Ukrainian origin,”while finding evidence that their illegal operations were systemic.

 

As a result of the raid, the suspects were caught red-handed, with operatives seizing at least 57kg of N-methylephedrone, an addictive drug that causes euphoria and can also induce headaches and bouts of paranoia. FSB agents alsoconfiscated four tons of a narcotic-containing liquid, as well as laboratory equipmentand precursors required for drug production, according to the statement.

 

The suspects were also charged with drug production on an especially large scale, a crime that can carry a life sentence, the FSB added.

 

A video released by the agency shows armed agents storming a one-story house in the countryside, with the building crammed with large canisters and jerrycans apparently containing chemicals.

 

The FSB has frequently carried out similar major anti-drug operations. In May, the security service confiscated almost 500kg of Latin American cocaine in Russia’s western Smolensk Region which was on its way to Poland.

Russian fighter jet damaged US Reaper drone – Washington

The latest incident follows a series of allegedly “reckless” encounters over Syria

 

ARussian fighter jetflying over Syria has allegedlyfired flares at an American MQ-9 Reaper, damaging the drone’s propeller, in the latest close encounter decried by the illegal US occupation forces as “reckless” and “unprofessional.”

 

The incident occurred on Sunday, when the Russian jet flew within a few meters of an MQ-9 Reaper that the US Air Force Central Command (AFCENT) claimed was flying a counterterrorism mission on Tuesday. The command posted video footage purporting to show the fighter jet flying just above the drone and deploying flares in its path.

 

The drone’s propeller was severely damaged, according to AFCENT, which also posted photos purporting to show evidence of the damage. Remote operators of the unmanned aerial vehicle (UAV) were able to maintain control and fly it back to its home base.

 

“The Russian fighter’s blatant disregard for flight safety detracts from our mission to ensure the enduring defeat of ISIS,” AFCENT Lt. Gen. Alex Grynkewich told US media outlets. “We call upon the Russian forces in Syria to put an immediate end to this reckless, unprovoked, and unprofessional behavior.”

 

MQ-9 Reapers were allegedly forced to make evasive maneuvers when Russian fighter jets dropped parachute flares from close range earlier this month. At the time, US forces claimed they were seeing “a new level of unprofessional and unsafe action by Russian air forces operating in Syria.” Last week, an Su-35 fighter jet endangered the crew of a US MC-12 reconnaissance plane by forcing it to fly through its wake, AFCENT claimed.

 

Moscow responded to the earlier incidents involving US drones by saying the UAVs flew into the airspace that Russian and Syrian forces were using during joint military drills.

 

US forces have illegally occupied oil-rich territory in Syria, violating the country’s sovereignty, since at least 2015. Russian forces have operated in the country at the invitation of Syria’s government and have helped to defeat Islamic State (IS, formerly ISIS) and internationally backed rebel militants.

 

Washington lawmakers voted down a bill in March that called for the withdrawal of US forces from Syria. About 900 American troops, along with hundreds of US contractors, are still deployed in the country. US Representative Matt Gaetz (R-Florida), who introduced the failed bill, argued that there was “no role” for the US in Syria.

 

“We have tried to build a democracy out of sand, blood, and Arab militias,” Gaetz said after his bill was defeated in the US House. “Time and again, the work we do does not reduce chaos. Oftentimes, it causes chaos – the very chaos that then subsequently leads to terrorism.”
