In April 1952, with war raging on the Korean Peninsula and Cold War divides deepening globally, the U.S. Army formally established the Psychological Warfare (Psywar) Center at Fort Bragg, North Carolina. Assigned to the Third U.S. Army, the Psywar Center absorbed all psywar-related functions and personnel previously located at Fort Riley, Kansas.

In 1986, the Center was redesignated once more, taking its current name of U.S. Army John F. Kennedy Special Warfare Center and School.

Although often referred to as 'clients', they were both willing participants in legally, ethically, and morally wrong behavior and targets of a global intelligence operation. The illegal activities were recorded and the clients/targets were controlled through blackmail. Senior political and social figures were made to dance like puppets to advance the cabal's agenda. Once the spy ring was broken the evidence held against the clients/targets passed to friendly forces. Since then the clients/targets have been controlled by friendly forces.

Presumably the clients/targets are still of some use to the friendly force intelligence community.

An information war fought on behalf of American Patriots would need to free America from global influences while retaining, preserving, or making amends for America's relationships with the rest of the world. Any plan to defeat a cabal would necessarily seek to establish new alliances and international relationships and the means of involving and informing a global audience of the Patriot cause. Some parts of the movie play to and will have more appeal, perhaps, to the global audience former General Mattis writes of.
