Various diverse assets in the vicinity of a military plane squawking 7500 makes me think of a training exercise.
J-STARS has very advanced tracking/surveillance gear.
It's descending @5-600ft/min normal descent rate.
I suspect that he might have a minor mech/tech or radio problem & he squawked 7500 instead of 7600 or 7700.
This happens more frequently than people realise.
