This is a treaty between the United States and United Kingdom to settle a financial dispute over the attacking of US commercial vessels during the civil war.

 

Great Britain ended up paying us the present day equivalent of $378 million dollars in compensation.

 

It has absolutely nothing to do with the municipal incorporation of Washington D.C. Those two things are completely unrelated.

The municipal incorporation of Washington D.C. is not some conspiracy to set up a shadow government, it's literally laid out in the Constitution in Article 1 Clause 16.

 

D.C. was incorporated in 1791.

 

"Municipal incorporation" just means they have a town charter.

 

The Act of 1871 merely organized the districts within D.C. under a Governor and the act was repealed in 1874, which is why Washington D.C doesn't have a Governor anymore.

 

The United States isn't a "Corporation" anymore than your hometown is. These people just don't understand basic legal language. place on a map with legal borders is a "Municipal Corporation."

 

That's why some areas say "unincorporated."
