Although they fell on deaf ears in 2016, such concerns bore fruit in the DoD Law of War Manual update released this week. Lest there be any doubt, DoD General Counsel Caroline Krass confirmed in the post that opened this Articles of War forum that there is “a legal duty to presume that persons or objects are protected from being targeted for attack unless the available information indicates that they are military objectives”
