I doubt this. It's more likely that they're trying to culturally impose the idea that homosexuality is just regular sexuality, so still in the definition implicitly.

Can you read? Homosexuality WAS part of the explicit definition. They're trying to merge the idea of sexuality to include homosexuality rather than tease it out as some parallel sexuality as it was defined before…which apparently wasn't inclusive enough.
Interestingly, they're also writing homosexuality out of the law, but not specific gay acts out of the criminal law…backfire.
