Why would the US .gov subsidize Tesla sales?

Do Teslas capture data regarding the vehicle asset, its occupants, its surroundings, surrounding devices?

Is this the AI conducting war-mapping, capturing real time details of the landscape, occupants, conditions, behaviors, conversations, proximity data, etc of the entire battlespace?

 

Are Tesla charging stations more than just electricity connection points, but also data upload transfer stations?
