DJT started to negotiate terms until China used a Bioweapon against us .WHY IS THAT IMPORTANT HERE?

Because al debt restructuring would have taken place in an international Court and linked to our economy. Once China sent the to bioweapon and disrupted our economy ( ability to repay and honor our contracts) they lost their standing as a debt holder and could have solidified their position as responsible to all lien holders above them on the chain. They lose their claim in any bankruptcy Court if proven they interfered with the ability to pay back debt.
