First, it's a vehicle for disclosure as you said. Disclosure of ET life, higher techs, etc.
Then it serves to kick the Cabal-sponsored Air Force Secret Space Program in the balls. Also, it reduces the Cabal risk of false flag alien invasion because, y'know, we have a space force so the sudden presence of terran spacecraft that are already there won't come as a shocker.
It's a genius move in fact.
