why not a surfaced based device that can selectively heat large regions of the atmosphere, and create a well-defined bubble of air in the shape of a lens with a significantly altered refractive index, in essence, a giant magnifying glass in the upper atmosphere made of air.

gee…. if we just had a technology that can precisely heat specific regions of the atmosphere………..
