Patriot Act: we're not walking away from Geneva Convention (hanging offense to develop bioweapons) or Bioweapons Charter '72-73; but we are adopting new rule that says any federal official who violates those acts cannot be punished.
Weren't sure if treaty in Patriot Act would hold up against treaties ratified by Congress. Transferred authority for biosecurity to HHS / National Institute Infectous and Alergic Diseases, headed by Fauci. Fauci got all responsibility for bioweapons development and a 68% raise from pentagon (highest paid official).
Fauci had/has labs all over U.S. In 2014, high-profile microbes escaped. Public learned, congress held hearings, 300 scientists wrote Obama telling him to shut down Fauci's experiments. Obama signed moratorium to shut down 18 worst labs. Instead of obeying that law, Fauci shipped operations offshore to Wuhan and Ukraine.
