My suggestion would be that you stop creating easy prey. Consider this. What is the number one thing that couples fight about before they get divorced and have real money troubles:MONEY. Once the banksters are not siphoning of 90% of the value created by humanity you can send dad to work for 4 times the revenue or 2 days a week, and leave mom at home to watch the kids. You can teach people to watch for such things, and they'll actually have time to learn. On top of that, you can make the punishment so dire, that anyone outside of Kabalists won't dream of even trading CP let alone touching a kid.
