Here is the truth about crisis situations in America, most of them are some type of controlled demolition or destruction of some sort. Whereas, even if certain authorities would not subscribe or participate in those actionable, when they get on the scene they are easily coerced and reminded of their oaths to each other over the tax payer who pay their salaries. We need to have a civilian defense that Trumps all Federal, State, Military, and Local Authorities that are elected by the people. The civilians should have no associations to any of those authorities whatsoever. They should not live by any of them, have a working relation with any of them including family, or even know who they are. The civilians should be able to negotiate with or dictate to the authorities based on the will of the affected people.
