A storm surge is a tide (as in ocean) pushed ahead of a storm. The Vegas tunnels consist of run off tunnels and you’re correct they always flash ‘flood’ from sudden storms in the mountains. That’s the desert - that’s why you don’t camp in arroyos.
The national guard isn’t present for normal flash flooding since that’s a seasonal experience for Vegas.
