In ALL branches of government, but ESPECIALLY law enforcement the buck stops with the boss. If YOU don't keep your subordinates in line, especially when you're under threat of censure, then you fucking deserve to be held accountable. They blame the whole fucking base if there's a mistake, and everyone has to shut down and re-train in whatever they screwed up on.
