caucuses of like minded people, who all vote the same, vote tens of thousands of ballots in a block, certified that they support the candidate of choice.
only as many ballots as there are people who show up for the caucuses are allowed.
no more town-hall run league of women-vote-thieves running the elections.
the only way to prove that it's a directed energy weapon doing this is a proof of concept demonstration where someone has access to the weapon and a demonstration property, calls the press and says 'show up for our demonstration of this new type of weapon' and it gets filmed as it happens and released live.
