If he further refuses, POTUS declassifies his EO forcing the DOJ to comply with the Legislative branch. If RR brings the matter to a judge…he loses. If RR fails to comply he will force POTUS to fire him. If he goes so far as to not resign, he implicates himself when his replacement does comply.
