I was the one who "Shed Light" on this. Logical thinking would tell you that this is probably pre-programmed into the "Optics" to avoid lasing targets that are blue and not expend power on what most likely would be water. Whatever plane or drone that did this had to fly anywhere from 40k to 80k feet above and would need to do the job asap, so they would have to make sure water wasn't targeted for obvious reasons.
