Mayors, or any other elected official up to, and including the president of the USA are required to enforce CONSTITUTIONAL LAWS, no matter if they are Federal or State Laws.
That is why most police, as an example, should be removed from their positions as they took an oath to uphold the USA Constitution, as well as the state constitution, which mirrors the Federal Constitution.
