I am not here to tell you Lahaina was "dew'd" or they are painting the roofs blue as a deterent. However, I can tell you there is science behind the discussion. Different materials reflect and absorb of light of different wavelengths. Working with IR, certain black cloth was like a mirror to the light. Other black cloth had near complete absorbtion. Same is true of any wavelength. One could definately create a protective (reflective) layer against certain wavelengths. If true, imagine trying to explain why you coated your roof with optical science grade paint at $5000 a gallon. "I liked the color?" Yea.. no.. you're going to gitmo.
