Per US Constitution, House of Reps has sole power to impeach, all actions related to the impeachment process and decision rest (investigation) with the House. The conviction and removal from office part of the process–power to convict–are held by the Senate. (Think BJC, impeached by House, but Senate refused to convict , so he remained in office as President.)
