I think the mugshot is the fake. In every other mugshot I've ever seen, the subject stands in front of a height chart and must look straight into the camera. Also the lighting should be uniform.
At some level, I think it doesn't even matter. This is psychological warfare, meme warfare. This "mugshot" was created and released for that very purpose. To inspire meme operatives and strike fear into the heart of the enemy.
