The time the moon is maximally overhead varies by the moon’s cycle. The weapon would work with moon overhead. For example, A full moon rises at 6pm and sets at 6am, so to use a moon beam during a full moon, midnight would be good. Aug 8 the day of the Maui fire was a three quarter moon.
