Perha's Q's 37 exclamation points after PAIN are there because each exclamation point represents one set of 1,000 sealed indictments. There were more than 35,000, last I knew. Perhaps that number's grown to 37,000 sealed indictments by now. If so, then each exclamation represents one thousand sealed indictments.
