Makes no sense that GPS goes down. Signal us received from satellites. Any modern smartphone p8cks up GPS regardless whether it has internet connection.
Makes no sense that their would be no cellular. Towers are always at higher elevation (on the mountainside) and have battery banks to keep them running, typically for a couple days at least.
