There is always a paper trail in government- federal employees have to submit forms to request flights, hotel, and rental vehicles then pay for it with a govt card then submit more forms to be reimbursed for the charges on their cards (you must pay bill even if the reimbursement doesn’t come back in time) and it’s all documented in an online travel system. There’s even a paper trail for congressional travel.
