Are you sure it's not just exposure stopped up .7 or higher in order to lighten the darkly clad photog?
The meter sees a LOT of light from that sidewalk.
A good photog would stop up to compensate.
That contrast would lighten the sidewalk and make the dark football appear to levitate.
