Have always believed that the devils get into, and rise up in such to be in position to do more damage. Just like how all the paedos are "heads" of child "welfare" orgs. Look at Silsby, Daniel Pey, Sandusky, etc. The worst rise to the top because they are the ones who will do, literally, ANYTHING to get there. Cheating & stealing are just two prerequisites.
