In Canada, those rehab clinics pay their patients 200-400 to stay on the program. Each patient is worth an absurd amount in subsidies / tax grants for the clinic. Upwards of 20k+ per person.
Users get off the dope but now they are reliant on the Government stuff: Methadone. Still better than being on the streets using needles but just a less gruesome dead end.
