You'd need at least 80% of the US population to go along with that level of tyranny, at least in a country like America, due to the fact we are so well armed and spread out, not at all easy to enforce nationwide mandates like that either. Mobilization of the military would have to be used to do such a thing. And they know, without at least 80% public approval, not going to easily enforce it without a whole lot of public uproar and armed backlash. It's easy to take out one or two of us, but not millions of us at any given single time.
