There is no incentive for companies to develop such things. There is no economic value to do so (no profit). Outbreaks of ebola are small and contained. Containment are the protocols for dealing with such diseases.
The only reason a company would develop an ebola vaccine, is anticipation of a large scale breakout. Does Merck have foreknowledge of such things to happen? Much like the manufacture of ZMAPP during Obama's Presidency. Mapp Biopharmaceutical, of San Diego, California; like 8 employees at time of development, only client was the DoD.
