That's not a blue lodge grip. Maybe a York or Scottish right thing but not one of the 3 degrees of actual freemasonry. Thumb is in the wrong place for master mason's grip. Entered apprentice and Fellowcraft would have thumb on various points on the knuckles or between on the other guy's hand.
Also, I didn't watch the whole hearing, but research "the grand hailing sign of distress." He wouldn't say the accompanying words in this setting but he might make the movement if he needed somebody to throw him a bone during the hearing.
