You have to first distinguish how they got into gov't, whether by talent or affirmative action.
I'd start by comparing Dems and Repubs - hypothesis is that Black Repubs are a lot more successful than Black Dems, not just because they are better qualified but because they have to have the starch to take an unpopular stand.
List them as you listed the things he did not accomplish.
