seems the most likely scinario to me.

tens of thousands if not millions of 'on the book' people , counted to Democrat districts, who vote, and get all kinds of welfare, and free everything, but are only real on paper or in computers, and do not actually exist . . .

this idea occured to me years ago.

It's still conjectorial fiction.

but how do we audit the census to make sure it it accurate?

or how do we audit the vote?

obviously someone figured out how to get a lot of fake people to vote. If you can make up fake people it would be irresistible to the demo-criminals to not also try to get full boat welfare for them, local aid for both housing and school and free health care, and also welfare.

if they can fake voters, then they can fake full blown citizens.

'the Plan'?

do you know what that is and you don't think that Q was mocking others who ask for trust but can't be verified?

sometimes a person says stuff to see who does and does not agree with it.

that is a way to test them and see how their mind works.

when Q said a lot of stuff he also said 'Think for yourself' which made it seem that some of the more ridiculous things were just him saying stuff to test people.

so 'The Plan'? do provide an outline of this for us, anon.

Because to me when Q said such stuff I felt he was trying to see who the parrots were who would run with the nonsense and use it to try to use it to mock the board, the anon, and Q.

Please post that plan, anon. I've waited a long time for an outline of it.
