I don't think that's true, the president can pardon anyone or thing for that matter for any reason to my understanding. It doesn't require an admission of guilt. Again he would have had the power too not admitting guilt (continued to proclaim Innocence) & ultimately avoid everything they threw at him. I understand why he didn't.

I really don't know for sure fren, why would people advise him he could & he reiterate same if he couldn't?
