During the five-week shutdown in 2018, the courts scaled back some of their operations, but kept running off of the filing fees they collect…basically any entity of FedGov that has funds not reliant on Congressional appropriations can keep operating until they run out of $$$. I'd expect the courts to do the same thing again this time.
