Before I retired, I lead a group of business process management consultants. We identified improvement opportunities to streamline business processes and eliminate waste. Any changes, no matter how beneficial, are disruptive to organizations and people. A part of our recommendations always included change management, and a big part of that was selling the changes to the organization. We targeted 10% of the most influential employees, because if we got them board, the needed changes were very likely to occur. The influential 10% would "sell" the rest.
