That is correct. The handlers have to monitor the threads they attack for the bots to remain viable.
It's why answering the bots with memes pisses off the handlers; they are forced to work then.
This is confirmed by decades of research in the mechanics of how something becomes "popular".
The tipping point happened in December, right before Christmas. What's happening now is just cementing that into reality more as the days go by.
