Cargo Ship Crew Evacuated After Potential Sea Mine Explosion Near Romanian Danube Port

BUCHAREST, Sept 20 (Reuters) – The crew of a Togo-flagged general cargo ship bound for one of Ukraine’s Danube river ports were evacuated early on Wednesday after an explosion on board near the Romanian port of Sulina, Romanian officials said.

 

The Seama ship reported an explosion early on Wednesday and requested the evacuation of the 12-person crew near Sulina, where the Danube flows into the Black Sea.

 

“At the moment the causes … are unclear, whether it was a mine or merely an explosion in the engine room,” Romanian Transport Minister Sorin Grindeanu told reporters.

 

The crew were evacuated by the Romanian Agency for Saving Life at Sea (ARSVOM), which is coordinated by the transport ministry.

The Romanian naval forces deployed a sea mine hunter vessel with divers to Sulina to search for mines, the defense ministry said.

 

Russia invaded Ukraine in February 2022, and mines have since then been laid in the Black Sea by the combatants. Romanian, Bulgarian and Turkish military diving teams have been defusing those that have drifted into their waters.

 

Moscow has also been intensifying attacks on Ukraine’s Danube river ports across from Romania since it abandoned a deal to lift a de facto Russian blockade of Ukraine’s Black Sea ports.

 

The Black Sea is crucial for shipments of grain, oil and oil products and is shared by Bulgaria, Romania, Georgia and Turkey, as well as Ukraine and Russia.

 

Romania, both a European Union and NATO member, shares a 650-km (400 mile) border with Ukraine, is host to a U.S. ballistic missile defense system and, as of last year, has a permanent alliance battle group stationed on its territory.

Biden Administration Issues Roadmap for Boosting Atlantic Offshore Wind Power Transmission

The Biden Administration has issued a comprehensive roadmap to accelerate offshore wind transmission in the U.S. Atlantic region.

 

The action plan, released today but the Departments of the Interior and Energy, aims to help unlock the region’s renewable energy potential, strengthen the domestic supply chain, and create union jobs.

 

The plan outlines immediate actions to connect first-generation of offshore wind projects to the electric grid and long-term efforts to support transmission over the next few decades, providing for more efficient energy delivery.

 

The plan sets out short, medium, and long-term goals along with recommendations for establishing collaborative bodies, updating transmission planning, addressing costs, and convening with states, industry, and federal agencies to plan for an offshore transmission network. It also suggests standardizing HVDC technology requirements and establishing a national testing and certification center for HVDC substations.

 

The plan is part of the administration’s goal to deploy 30 GW of offshore wind by 2030 and achieve a 100% clean electric grid by 2035. The Energy Department and Atlantic states have already started collaborating on the formation of an Offshore Wind Transmission State Collaborative to develop a shared vision on policy and coordination for offshore transmission development.

 

The Action Plan was developed based on the Atlantic Offshore Wind Transmission Study, which is due to be released soon by the National Renewable Energy Laboratory and Pacific Northwest National Laboratory. It was also informed by a series of convening workshops with subject matter experts and decision makers from Tribal nations, state governments, and regional transmission operators, taking place from April 2022 to March 2023.
