MEMORANDUM FOR THE SECRETARY OF STATE

SUBJECT: Delegation of Authority Under Section 614(a)(1) and Section 506(a)(1) of the Foreign Assistance Act of 1961

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 621 of the Foreign Assistance Act of 1961 (FAA), I hereby delegate to the Secretary of State:

(1) the authority under section 614(a)(1) of the FAA to determine whether it is important to the security interests of the United States to furnish approximately $128 million in assistance to Ukraine without regard to any provision of law within the purview of section 614(a)(1) of the FAA; and

(2) the authority under section 506(a)(1) of the FAA to direct the drawdown of approximately $128 million in defense articles and services of the Department of Defense, and military education and training, to provide assistance to Ukraine and to make the determinations required under such section to direct such a drawdown.

You are authorized and directed to publish this memorandum in the Federal Register.

WASHINGTON (AP) — President Joe Biden will travel to Arizona next week to deliver a democracy-focused address that will also pay tribute to the late John McCain, the 2008 Republican presidential candidate who represented the state in the U.S. Senate for more than three decades.

Biden's speech, which is scheduled for Sept. 28 and expected in the Phoenix area, will focus on “the work we must do together to strengthen our democracy,” the White House said Thursday. The remarks will also honor the legacy of McCain, whose memorial in Hanoi Biden visited earlier this month during his trip to India and Vietnam.

“I miss him," Biden said of McCain at the memorial, located near where McCain’s Skyhawk dive bomber was shot down in 1967 by the North Vietnamese. McCain spent more than five years as a prisoner of war during the Vietnam War. “He was a good friend."

The messages, obtained Thursday by Automotive News, indicate that the union's goal is to extract gains from the automakers by pitting them against each other instead of using the pattern bargaining approach of past negotiations. They were viewed by top executives at the companies and have added to concerns among them that the union hasn't been bargaining in good faith, according to two sources with knowledge of the negotiations.

Stellantis called the comments by UAW Communications Director Jonah Furman, posted in a group chat on the X social media platform, "incredibly disturbing." They were first published Thursday evening by The Detroit News.

Furman did not respond to requests for comment from Automotive News. Reached by The Detroit News, he said they were "private messages … you shouldn't have."
