it says more than delay. Mueller is not having his people present sentencing background info and suggestion. Defense isn't doing it either, They agreed to have a Court appoint someone. Not normal for a low level charge like this!
this shows weakness on Mueller's part. We have heard from the beginning that Flynn was probably looking at 6 months. Both sides would have agreed to put it in a neutral parties hands. Flynn didn't ask to prep it so he might not plan to stick with guilt plea! Normally on something this small both sides agree to sentencing guidelines and prosecution makes the recommendation to the Judge . this part is agreeing to an investigation into his criminal history AND the special facts of the case. The Court appointed person doing the report could recommend throwing the case out. Flynn's lawyer wouldn't make an agreement of how much time if the case would most likely be thrown out.

That is the worry wart side of my brain talking though. I just know this can't be about sentencing recommendations because that would have alread been agreed upon in the plea deal so it has to mean the deal's validity itself
everyone is ignoring #2 because #1 is about delay. A sentence would have been part of the plea deal. The investigation is not about uncovering a criminal background . It's about the special facts of the case! Flynn hasn't requested his plea deal be revoked. The intermediate 3rd party will be recommending it after the investigation. Otherwise, Mueller would have prepared the report and gave his recommendations
