Fiber cuts are what the union does during a strike. It is however possible if someone started digging and didn't do cable location first. However, most fiber systems are in self healing rings if designed properly* that would limit the outage. Maybe Verizon "over provisioned" their rings and relied too much on IP to resolve outage issues. Telecomfag here…wouldn't surprise me in the least if Verizon was overrunning their fiber routes. Second, someone had to also know exactly what route to hit. However fixing a fiber cut s fairly straightforward.
