The explanation request isn't for the delay, per se. It is for the parties asking the court to use court resources in advance of agreeing to a schedule for other sentencing activities.
If the joint status report had not asked the court to order a presentence report, there would be no issue.
Ultimately, not much of a deal. Sentencing will be delayed, again. Totally predictable.
