I disbelieve they had anything to do with the "invention". I know one of the people who wrote code on everyone's computer (and helped design the model-m keyboard).

 

He basically explained to me a few years back that the origins of the internet were tied to the AEGIS program; A single ship (battleship or carrier, I don't remember which) had been sunk by two simultaneous kamikaze attacks, one high and one low. One came in high and everyone in the group had their guns pointed up at it. When the second came in they couldn't move the guns fast enough.

 

When development of AEGIS was made later on for anti missile systems, this particular battle was one of the use cases used. Essentially forming the basis of a generic command and control system. Eventually this started to evolve into ARPANET and eventually the internet.

 

The two main forms of protocol UDP and IP as we know it today, were for different purposes. IP provided reliable communication, and UDP provided a way to send messages to troops. No answer was expected, since you didn't know if they were even still alive when you sent it.
