Why not start calling them out for their crimes (plenty of evidence in open public-access recordings) directly & specifically? This is just a start of what Anons can bake-n-shake all over the internet.

I don't have the madz skillz with graphics that many others have, but this is pretty basic. I did this at https://imgflip.com/ by selecting a basic template for a blank "Wanted Poster" (the template seen here is already included, among others, in ImgFlip's selections) when searching for a meme-type. Add a photo from from anywhere by copy & save as JPG file & select to embed the image into the middle of the meme from your saved file. Add text with the easy-to-use control panels…Voila!
No matter where you might want to upload it, you still have your saved meme file & can resize it to fit the required format.
